Thomas Clifton Mann (1912-1999) was born in Laredo, Texas. He graduated from Baylor University in 1934, and from 1934 to 1942, worked as a lawyer on Laredo, Texas. In 1942, Mann joined the Diplomatic Service of the U.S. Department of State, and held various diplomatic posts in Europe, Latin America, and Washington, D.C., through 1955.
